PFAS contamination remains a major water-quality and public-health problem across Europe, with persistent pollution detected in drinking water sources, rivers, lakes, groundwater, and coastal waters. The European Environment Agency reports that PFOS exceeded environmental quality standards in 59% of monitored river sites, 35% of lakes, and 73% of transitional and coastal water sites in 2022 data, while earlier 2018–2022 monitoring found exceedances in 51–60% of rivers, 11–35% of lakes, and 47–100% of transitional and coastal waters. The scale of contamination is large and still being mapped. The Forever Pollution Project says Europe has nearly 23,000 confirmed contaminated sites and about 21,500 additional presumptive sites, including around 2,300 hotspots with high pollution levels that may threaten human health. PAN Europe also reported widespread TFA contamination in 34 of 36 tap-water samples from eleven EU countries, with tap-water concentrations ranging up to 4,100 ng/L. Regulatory pressure is increasing. From January 2026, EU member states must monitor PFAS in drinking water in a harmonized way and enforce the Drinking Water Directive limits of 0.5 µg/L for total PFAS and 0.1 µg/L for 20 individual PFAS. The European Commission says continued PFAS pollution could cost society €440 billion by 2050, and water treatment alone could cost more than €1 trillion.

01January 12, 2026: EU rules requiring harmonized PFAS monitoring in drinking water entered into application, with member states required to report exceedances, incidents, and derogations to the Commission.

022024: The European Commission issued technical guidelines to support consistent EU-wide monitoring of PFAS Total and Sum of PFAS in drinking water.

032024: PAN Europe reported TFA contamination in 34 of 36 tap-water samples across eleven EU countries, with concentrations up to 4,100 ng/L.

042023-2025: The Forever Pollution Project continued documenting thousands of PFAS contamination sites and hotspots across Europe, including nearly 23,000 contaminated sites and about 2,300 hotspots.

What Works

  • Reducing or stopping PFAS releases at industrial, firefighting-foam, pesticide, and refrigerant sources is the most effective long-term approach because PFAS are highly persistent and difficult to remove once dispersed.
  • Treatment and monitoring can reduce exposure, but the European Commission notes that persistent pollution makes remediation extremely expensive, supporting prevention at source as the most effective strategy.

EEB tackles PFAS water pollution through EU policy advocacy, especially by pushing for stricter environmental quality standards for surface water and groundwater, stronger monitoring, and phased elimination of PFAS uses. Its PFAS briefing calls for all PFAS to be phased out in consumer products by 2025 and production and other uses by 2030, and for strict standards to improve monitoring and direct mitigation efforts.

Chemsec works on PFAS by advocating for stronger European regulation and a broad phase-out of PFAS to prevent continued contamination of water and other environmental media.
